Popper on Freedom vs the State

We need freedom to prevent the state from abusing its power, and we need the state to prevent the abuse of freedom. Clearly this is a problem which can never be solved by laws in the abstract; a constitutional court is necessary, and goodwill more than anything else.We must accept that it is a problem which can never be definitively solved, or, to be more precise, which can be completely solved only in a dictatorship, with its principle of the all-powerful state that we should reject on moral grounds. We should be content with partial solutions and compromises; we must not allow our love of freedom to blind us to the problems of its abuse.
